15. There was a problem completing your request please try again later: (windows phone 8)

Problem:

I was trying to download an application on my windows phone but when try to download it a message comes up on the screen saying  " THERE WAS A PROMBLEM COMPLETING YOUR REQUEST PLEASE TRY AGAIN LATER". This is probably because your internet connection is bad or the application store is down.

~Solution:

This problem cannot not be fixed by you or prevented.

You should keep trying it every so often because only Microsoft can fix this problem.
